Hot spots! Help!

My dog has had hot spots and they're only getting worse. I tried an oatmeal shampoo bath, but I'm scared to give him another because I don't want to dry out his skin in this cold weather. He's getting more of them. Any home remedies or advice your vet has given you out there? Please help, I can't afford yet another vet bill.

I might add that he has stress problems and a cone makes him hyperventilate and get sick.
